The sheriff services page currently lists $5 for report copies, exact change, and pickup during business hours. Research does not establish that a booking-photo request uses that exact price, so confirm the charge first.

K.S.A. 45-218 addresses access to public records, K.S.A. 45-219 permits reasonable fees, and K.S.A. 45-220 covers request procedures. K.S.A. 45-221 contains exemptions. KASPER, the Kansas Adult Supervised Population Electronic Repository, can display a correctional photograph for a person connected to KDOC. It also can show a KDOC number, physical descriptors, conviction county, case number, location, movement, sentence information, anticipated release date, and a parole or postrelease supervision office. Search by KDOC number when possible and reconcile a name match with the official identifiers.

A KASPER image is not necessarily the same photograph taken at the Rooks County Jail. It may come from the state corrections process. KASPER is also the wrong first source for someone who spent a short time in the local jail and bonded out without entering KDOC custody. In that case, request the county booking photo.

For a person transferred from Rooks to KDOC, physical departure from the county jail was not a community release. KASPER can show the later state status. Parole or postrelease supervision means the person has left prison but remains under KDOC authority. A final certificate of discharge is a distinct record showing completion of the applicable supervision obligation.

Read Rooks Mugshots With Release Records

A booking photograph identifies an image connected to intake. It does not explain why the person later left the jail. Pair it with the administrative release record and the court case. The court can show the legal basis through a bond order, dismissal, sentence, jail-credit entry, probation order, or other public document.
